The Submittal Review Bottleneck Nobody Fixes
Submittal reviews take 2-4 weeks on average. The real cost isn't the delay. It's every procurement decision stacked behind it.
A mechanical subcontractor submits their equipment schedule for review. It sits in the architect's office for three weeks. The architect reviews it, marks it up, and returns it “revise and resubmit.” The sub revises. Another two weeks. The architect approves it “as noted.” Total elapsed time: five weeks. The equipment lead time is 14 weeks. The equipment needed to be on site 19 weeks from today, but nobody noticed because the submittal log shows “submitted” and that feels like progress.
Submittals are the silent schedule killer in commercial construction. Not because the process is inherently slow, but because nobody owns the end-to-end cycle time. The sub owns submission. The architect owns review. The GC owns tracking. But nobody owns the gap between them.
The math that breaks schedules
On a typical mid-size commercial project, there are 200-400 submittals. Each one follows the same cycle: sub prepares, GC reviews for conformance, architect reviews for design compliance, response goes back through the GC to the sub. Average cycle time: 2-4 weeks for an approval, 4-6 weeks for a revise and resubmit.
Now stack the procurement lead time behind it. The sub can't order the material until the submittal is approved. If the submittal takes 4 weeks and the material lead time is 12 weeks, the true procurement duration is 16 weeks. If the original schedule assumed 12 weeks for procurement (because nobody budgeted the submittal cycle), the project is 4 weeks behind before the first delivery truck arrives.
Multiply this across 300 submittals and you have a schedule built on assumptions that were wrong before day one.
Why the process stays broken
The architect has no schedule incentive.The AIA contract requires the architect to review submittals “with reasonable promptness.” That language is intentionally vague. Most architects review in the order received, not in the order of schedule criticality. The curtain wall submittal that gates 16 weeks of fabrication sits in the same queue as the toilet accessory submittal that gates nothing.
The GC's conformance review adds time.Before the architect sees the submittal, the GC's PE reviews it for spec conformance, stamps it, and transmits it. On a busy project, that internal review can add 3-5 days. Some GCs batch transmittals weekly instead of sending them as received, adding another week.
Nobody tracks the right metric. Most submittal logs track status: submitted, reviewed, approved. The useful metric is cycle time by criticality. How long did the long-lead submittals take? How does that compare to the procurement assumptions in the schedule? Almost nobody tracks this in real time.
How to fix it
- Build the submittal schedule from the procurement schedule, not the spec table of contents. Identify the 30-40 submittals that gate long-lead procurement. Schedule those first. The spec table of contents lists every submittal required by the contract. The procurement schedule tells you which ones matter right now.
- Negotiate a review commitment with the architect. Get the architect to agree to a 10-business-day turnaround for critical submittals and 15 days for standard submittals. Put it in the OAC meeting minutes. Track it publicly. Architects respond to accountability like everyone else.
- Pre-screen before you transmit.Your PE should catch the obvious rejections before the submittal goes to the architect. Wrong product, missing data, doesn't match the spec. A rejection at the PE level costs 3 days. A rejection at the architect level costs 3 weeks.
- Send the critical ones first, flagged.Don't bury the curtain wall submittal in a batch of 20. Send it separately. Flag it as long-lead. Include the procurement timeline. “This submittal gates a 16-week fabrication lead time. Approved review by [date] is required to maintain the enclosure schedule.”
- Track cycle time weekly. Add a submittal cycle time report to your weekly OAC agenda. Show the average review time for the past month. Show the overdue items. The data speaks for itself. When the architect sees that their average review time is 18 days and the contract assumes 10, the conversation happens naturally.
